Dr Tan See Leng has served as Singapore's Minister for Manpower since May 2021. In May 2025, he was concurrently appointed Minister-in-charge of Energy and Science & Technology in the Ministry of Trade and Industry. 

Prior to this, Dr Tan was Minister in the Prime Minister’s Office (July 2020 – May 2021), Second Minister for Manpower (July 2020 – May 2021), and Second Minister for Trade and Industry (May 2020 – May 2025). 

As Minister for Manpower, Dr Tan led efforts to build a more inclusive and resilient workforce. He championed the expansion of the Progressive Wage Model to uplift lower-wage workers, introduced stronger protections for platform workers, and advocated for more progressive and inclusive workplaces through the landmark Workplace Fairness Act. He also transformed the migrant worker landscape by raising housing standards, improving healthcare access, and supporting their overall well-being. 

At the Ministry of Trade and Industry, Dr Tan led efforts to stabilise electricity supply during the global energy crunch, such as setting up our first Standby Liquefied Natural Gas Facility. He also championed the development of alternative low-carbon energy sources for Singapore, including solar, hydrogen, and electricity imports from the region. 

Before entering politics, Dr Tan was the Group Chief Executive Officer and Managing Director of IHH HealthCare Berhad (2014 – 2019), where he led the group to double its revenue from RM 6 billion to RM 12 billion, positioning it as one of Asia’s largest healthcare networks. He was also Group Chief Executive Officer and Managing Director of Parkway Pantai Limited (2010 – 2019), during which the group achieved a landmark listing, raising USD 2.1 billion in 2012. 

Early in his career, Dr Tan founded Healthway Medical Group and was its Chief Executive Officer from 1993 to 2002. Under his leadership, Healthway expanded to 40 locations and achieved a turnover of S$20 million, establishing itself as Singapore’s second-largest private primary healthcare provider.

Professor Lily Kong has been President of Singapore Management University (SMU) since 2019, the first Singaporean to lead the institution and first Singaporean woman to head any university in Singapore. At SMU, she spearheaded significant strategic initiatives, focusing on Digital Transformation, Sustainable Living, and Growth in Asia. Under her leadership, SMU launched new colleges, research institutes, and overseas centres. In particular, three key institutes have been launched in recent years to address how we live (Urban Institute), how we work (Resilient Workforces Institute) and how we age (Longevity Societies and Economies Institute).

Professor Kong herself is a prolific researcher who is internationally recognised for her work in understanding social and cultural change in Asian cities. She has received prestigious honours including the British Academy Fellowship, the Victoria Medal from Royal Geographical Society, the Robert Stoddard Award from American Association of Geographers, and the Foreign Fellow from Geographical Society of China. She is consistently ranked in the top 2% of her field in studies by Stanford.

Ms Chew Gek Khim is a lawyer by training. She has been Executive Chairman of The Straits Trading Company Limited since 24 April 2008. 

Ms Chew is also Executive Chairman of the Tecity Group. Concurrently, she is the Non-executive Chairman of Malaysia Smelting Corporation Berhad and Deputy Chairman of The Tan Chin Tuan Foundation. 

She is a member of the National University of Singapore Board of Trustees, the Governing Board of Lee Kuan Yew School of Public Policy, the Board of Governors of S. Rajaratnam School of International Studies and Wealth Management Institute. 

Ms Chew graduated from the National University of Singapore in 1984. She was awarded the Chevalier de l'Ordre National du Mérite in 2010, the Singapore Businessman of the Year 2014 at the Singapore Business Awards in 2015, and the Meritorious Service Medal at the National Day Awards in 2016. Ms Chew was conferred an Honorary Degree of Doctor of Letters (honoris causa) by the Nanyang Technological University in 2021. 

Mr Goh Pei Ming was appointed Minister of State in May 2025, and has served as Member of Parliament for Marine Parade-Braddell Heights GRC since Apr 2025. Prior to his appointment, Mr Goh served in the Singapore Armed Forces for 24 years, including in the roles of SAF Chief of Staff-Joint Staff, SAF Inspector-General, and MINDEF Chief Sustainability Officer. He was deployed overseas in Afghanistan and Indonesia, and had helmed national events such as National Day Parade 2022.

Mr Goh was a member of the REACH Advisory Panel from 2022 to 2024, and served on the Board of Directors for the Defence Science and Technology Agency, DSO National Laboratories, Defence Collective Singapore and Temasek Polytechnic.

As a longtime grassroots volunteer, Mr Goh began his community work in Kampong Chai Chee, East Coast in 2007, before taking on leadership roles as Chairman of the Kampong Chai Chee Community Club Management Committee, and Vice-Chairman of the Kampong Chai Chee Citizens’ Consultative Committee.

Mr Goh graduated from Cornell University with a Bachelor’s degree (summa cum laude) in Civil Engineering under the Singapore Armed Forces Overseas Scholarship, and went on to pursue a Master’s degree in Management Science and Engineering from Stanford University, and a Master’s degree in Defence Studies from King’s College London.

He is married with three children, and enjoys spending quality time with his family. He loves the outdoors, hawker food, as well as jogs around the Marine Parade estate.

Mr Hao Shuo is the Chief Executive Officer of the Singapore National Employers Federation (SNEF), representing employers across Singapore on workforce and employment matters. He took on the role in December 2024 after more than 15 years in the Singapore public service, a significant portion of which was spent in the Ministry of Manpower (MOM). 

Before joining SNEF, Hao Shuo served as Divisional Director for Manpower Planning and Policy at MOM, where he worked on labour market strategy, workforce planning, foreign manpower policy, and HR sector development. He also held leadership roles in labour relations and workplace policy, working closely with employers, unions, and government agencies on employment legislation and workforce issues. Before MOM, Hao Shuo served in the Ministry of Law, Ministry of Education, and the then-Ministry of Communications and Information, contributing in areas including intellectual property, manpower planning, and content regulation policies. 

At SNEF, he continues to lead the co-creation of employment policies with the labour movement and the Government, helping employers navigate workplace challenges and workplace transformation to achieve win-win outcomes for both businesses and workers. 

Ms Adeline Kooi is a public policy and government affairs professional, who cares deeply about supporting people to thrive in life and at work.​

Presently, she is a Director at NTUC, leading its policy advocacy and related impact activations for progressive, inclusive and safe workplaces and retirement adequacy. She supports unions, union leaders and Parliamentarians in addressing ground needs, and works with government agency stakeholders and Tripartite partners to co-create better public policies and regulations. She also has a soft spot for freelancers, self-employed persons, and caregivers, recognizing the unique challenges faced.​

Adeline also has policy, programme and business development experience in the private sector and public service, covering real estate and infrastructure development, asset management, clean energy and mobility technology, and market regulation.

Ms Low Peck Kem is Chief HR Officer and Advisor Workforce Development, for Singapore Public Service, leading HR capability development across the public sector. Previously, she was Senior Director, Human Resource & Organisational Development at the Global Alliance for Improved Nutrition (GAIN) in Geneva.

Her career spans quality engineering, manufacturing management, and HR leadership roles with Tandon, Western Digital, Hewlett-Packard, Agilent Technologies, and Avago Technologies. She served as Divisional Director at Ministry of Manpower. Her diverse experience offers unique leadership perspectives across Asian, European, and American cultures.

Peck Kem is the first Asian to be conferred the CIPD Chartered Companion and a recognised HR thought leader. Her recent accolades include Global Top 100 HR Leader (HR Today Hall of Fame 2025), Asean’s 100 Most Influential HR Leaders (ETHRWorld South-East Asia, 2026) and Singapore’s Top Voices in HR, Leadership and People Strategy (New In Asia, 2026). She currently serves as the elected President for both the Singapore Human Resources Institute and the World Federation of People Management Associations. She was the immediate past President of the Asia Pacific Federation of Human Resources Management.

Dr Razwana Begum is the President of PPIS, where she leads initiatives to empower women and strengthen community ties. With her extensive experience and passion for this role, she is deeply committed to advancing social welfare and support systems for Muslim women in Singapore.

In addition to her leadership at PPIS, Razwana is an Associate Professor and Head of the Global Security and Strategy Programme at the Singapore University of Social Sciences. Her academic credentials include a PhD from Monash University, along with degrees in law, criminology, counselling, and social work.

Before her academic career, Razwana spent 18 years as a Probation Officer with the Ministry of Social and Family Development, acquiring hands-on experience in social rehabilitation.

She also serves as an Adjunct Principal Scientist at The Centre for Advanced Technologies in Online Safety (CATOS) and contributes to the School Advisory and Fostering Committee.

From 2023 to 2025, Razwana served as a Nominated Member of the 14th Parliament of Singapore, advocating for public safety, education, children, and women’s empowerment. Her expertise in criminology has established her as a sought-after voice in the media and at national and international forums. 

Mr Kevin Goh joined Centre for Fathering in 2022, bringing more than 20 years of experience working with individuals and families across the public and community sectors. He served four years as a probation officer with the Ministry of Community Development, Youth and Sports before spending 11 years as a church pastoral staff member, roles that grounded him in the realities families face and the difference that steady, intentional support can make. Kevin also serves as a member of the 14th COMPASS (COMmunity and PArents in Support of Schools) Council.  

 On the home front, Kevin is a supportive husband and hands-on father to three children (aged 16, 14 and 12). He and his wife are close partners raising their family, and he has been intentional about supporting her as she pursued further career growth. For Kevin, fathering is not a solo act: it requires a close partnership with his wife and a supportive village to ensure the parenting journey is an enjoyable adventure.  

Mrs Koh Soo Boon, a pioneer in the global venture capital industry, founded iGlobe Partners in 1999 amidst the dawn of VC globalization. With a focus on technology investments in the United States and Asia, she consistently delivered top-quartile fund returns. Through the ups and downs of business cycles over 25 years, she led iGlobe's portfolios to successful IPOs, showcasing her strong business acumen and unwavering resilience. Recognized as the Founder of Singapore's first female-led VC firm, she was inducted into the Singapore Women’s Hall of Fame by former President Halimah Yacob on 8 Mar 2022. 

Soo Boon champions board diversity and supports women leaders in tech startups. She is currently an Honorary Council Member of the Singapore Chinese Chamber of Commerce & Industry (SCCCI), having served as the Chairwoman of SCCCI's Career Women Group from 2009 to 2019. She also mentors professional women on both private and public boards. 

Ms Juanita Mega is the Founder of Metatron Advisory and Managing Director of The Academy by Intuition, leading transformative learning, leadership development, and AI‑enabled capability building for organisations across Asia.  

With a portfolio career spanning corporate leadership, entrepreneurship, and advisory roles, she brings a deeply lived understanding of what it means to navigate non‑linear career paths while juggling caregiving responsibilities and life transitions. 

In over 30+ years of experience in senior roles across telco, global ed tech and professional services firms including Siemens, Kaplan, Hyper Island – Juanita has led business growth, and people development initiatives. Today, her work is about building human potential in an age of AI, supporting leaders thrive amid disruption. 

Juanita is a committed advocate for community impact and neuroinclusion and serves on the Board of the Institute of Neurodiversity Singapore as well as on the Fundraising Committee at the Singapore Red Cross.  She also mentors across national and sector specific programmes.  

While careers may no longer be linear, Juanita believes that human potential always is. Her mission is to help individuals and organisations rise, reinvent, and redefine success on their own terms. 

Ms Sher-li Torrey is the Founder and Director of Mums@Work Singapore, a social enterprise she started in 2010 to support women in navigating work, caregiving, career transitions and entrepreneurship. Over the past 15 years, Mums@Work has grown into a community of more than 70,000 women, partnering employers to rethink flexible work, return-to-work pathways and inclusive hiring practices. 

In 2016, Sher-li co-founded Career Navigators Singapore, which focuses on helping women return to the workforce through dedicated employer programmes, career coaching and reintegration initiatives. In 2024, Mums@Work expanded into Japan and Hong Kong, extending its work with women, employers and partners across the region. 

Through Mums@Work and Career Navigators, Sher-li has worked with leading organisations across sectors to support women in career re-entry, flexible work and leadership transitions. A frequent speaker, trainer and media contributor on women, work and diversity, she has spoken widely on the evolving role of women in the workplace. She currently serves on national councils including the COMPASS Council under Singapore’s Ministry of Education and the Families for Life Council under the Ministry of Social and Family Development. 

Ms Kohe Hasan is the Group CEO of M Kapital Holdings Pte Ltd, a familyowned investment holding company with diverse business interests spanning across energy transition, commodities trading, digital infrastructure, and business advisory. She is also the Honorary Consul of the Republic of Ghana in Singapore. Prior to her current roles, Kohe was an accomplished senior lawyer with over 20 years’ experience and is a recognized authority in energy and infrastructure projects across emerging Asian markets.

In addition, Kohe is also an independent director on several boards (both public and private). These include the Central Provident Fund Board and Singapore Co-operation Enterprise, which is a subsidiary of Enterprise Singapore and Housing Development Finance Corporation Maldives, as a nominee director of the Asian Development Bank.

She is also actively involved in Singapore’s tripartite labour landscape. She is presently the Asst Honorary Secretary of the Singapore National Employers’ Federation and has sat on several taskforces including those which played a key role in the establishment of legislation and regulations such as the Workplace Fairness Act and the Tripartite Guidelines on Flexible Work Arrangement Requests.

Ms Michelle Teo is a Global Vice President at DKSH Healthcare, leading the Own Brands portfolio across multiple markets with end-to-end accountability for strategy, innovation, and growth. With close to 20 years of global pharmaceutical experience, she brings a strong track record in building and scaling healthcare brands, driving market expansion, and delivering sustainable business performance. 

She is recognised for combining commercial excellence with purpose-driven leadership—championing patient-centric solutions, improving access to healthcare, and advancing equity in underserved areas, particularly in women’s health.
