Star Shelter
Star Shelter, a direct service of the Singapore Council of Women’s Organisations (SCWO), has been a lifeline for women and children for more than 20 years. It is a crisis shelter for survivors of family violence, offering a safe and supportive space for healing and rebuilding.

With a capacity of 28 beds, Star Shelter welcomes women and their children of all races, languages, and religions. Beyond providing refuge, clothing, and meals, we walk alongside survivors on their journey of recovery. Each woman who enters our doors is given the chance to rebuild her life, regain independence, and move forward free from violence.
Over the years, more than 2,000 women and children have found safety, hope, and renewal through Star Shelter and we remain committed to expanding our services to reach even more families in need.
Services
At Star Shelter, we believe recovery goes beyond physical safety. Our programmes are designed to restore dignity, nurture resilience, and empower survivors to take the next step forward with confidence.
Support & Counselling
We provide professional emotional support through counselling and therapy sessions, helping women and children process trauma, rebuild self-esteem, and strengthen their mental wellbeing.
Workshops & Skill Development
To support independence, we run workshops in personal development, life skills, and employability. Topics include:
- Financial literacy and budgeting
- Parenting support
- Resume writing and interview skills
- Health and wellness education
These workshops are often made possible through the generosity of our community and corporate partners who share their expertise and resources.
Recreational & Healing Activities
We believe joy, connection, and creativity are powerful tools in the healing process. That’s why we create opportunities for residents to build positive memories and a sense of belonging.
- Celebrations: From birthdays to festive holidays, simple gatherings help residents feel seen, valued, and part of a community.
- Outings: Nature walks, picnics, and museum visits allow families to enjoy a break and rediscover the world beyond the shelter.
- Creative Sessions: Casual art and craft activities, alongside structured art therapy, offer safe outlets for self-expression and bonding.

Star Shelter is more than a roof over one’s head. It is a refuge of care, hope, and possibility. Every woman and child who comes through our doors is not only protected from harm but given the tools and support to rebuild a life of safety, strength, and dignity.
