Ms Joanna Portilla
Organisation: Business & Professional Women (Singapore) – Third Chapter
Joanna is the Programme Chairperson of BPWA (Singapore) – Third Chapter, a position that she was nominated by the club as they strongly believe it is her area of expertise, given her wide social network and connections. She is also the Finance Chairperson for the Federation of Business & Professional Women (FBPW).
Joanna has more than 25 years of experience serving the community in various capacities, such as in the Women’s Health Advisory Committee of the Ministry of Health, Family & Community Council of the Advisory Council on Community Relations in Defence (ACCORD) of the Ministry of Defence, Families for Life Council of the Ministry of Social and Family, and also on the panel of Assessors for the National Council on Problem Gambling (NCPG). She has also served in many grassroots organisations of the People’s Association. She was the Chairperson of the People’s Association Women’s Integration Network Councl for 10 years, and now as its Patron Chairperson of the Ang Mo Kio Women’s Executive Committee for 15 years, Vice-Chairperson of the PA Active Ageing Council for 11 years, amongst many other portfolios. She is also a licensed solemniser appointed by the Registry of Marriages.
Joanna is an advocate for women’s advancement and empowerment works and has always been a voice for women, proactively organising events and activities with many women’s organisations for the past 20 years. She is well-versed in many government policies given her experience working alongside many Ministers and Members of Parliament, helping the general public on various ground issues. She is well-connected and has a good network of people and organisations that she closely works with. She has a friendly, approachable, outgoing and well-loved personality and is ever-ready to offer a helping hand. For her dedication to community service, Joanna was conferred the National Day Public Service Medal in 2011.
Joanna is also a long-time member in SCWO, serving in various portfolios since 2008, helming positions of Vice-President, Honorary Secretary and Board Member. During her term of service with the SCWO Board, she played active roles in all tasks assigned to her, such as hosting visits by foreign delegates; attending the international conferences & seminars; being the chief facilitator and speaker for dialogues; emceeing for the SCWO International Women’s Day Gala Dinner; supporting the annual star bazaar fund-raising events, amongst many others. She has been the current Chairperson for the New2U Thrift Store for the last 4 years and has established good rapport with all the volunteers who run the store.
Professionally, Joanna is the Co-founder of The Collective Effort, a social enterprise whose mission is to create a meaningful impact on our society by empowering and uplifting vulnerable or financially challenged women, children and families.
Joanna will be an asset to the SCWO Board with her passion and dedication towards women’s issues as she will continue to actively explore possible joint programmes for women between the BPWA and SCWO.
